This quest is one of the final quests of the game. It is given by the NCR, Mr.House, or Yes Man as each faction does not want instability to be born from the death of NCR President Aaron Kimball.

There are three assassinations you need to prevent in order for Kimball to complete his speech and leave the Hoover Dam in one piece. Alternatively, you can make him leave early by reporting just one or two of the attempts to NCR Ranger Grant.

The content of video after 7:20 shows how to have things go smoothly (assuming Ranger Grant hasn't banned you from unholstering weapons or entering restricted areas).

The 1st assassination attempt is the planting of an explosive on Kimball's vertibird. With 50 explosives or 50 repair, deactivate the bomb while hidden. Unless you are working for the NCR, you will need 55 speech or an NCR disguise to get on the Visitor Center's roof without getting shot.

If you can't disable the bomb, you need to pickpocket the detonator from the NCR Engineer in the audience for the speech. If you fail to do that, you will need to antagonize the Engineer until he attacks you in the name of the Legion. Rangers will kill him and the speech will end early.

The 2nd assassination attempt has to do with a sniper on top of a guard tower. When you see a NCR Ranger being tossed offf (or you see his corpse), go to the top of the tower to face a Legionary in disguise. No matter what you say, he will turn hostile, rush to report him on the radio (if Ranger Grant has banned your use of weapons) or kill him.

The third assassination attempt happens if you stopped the bomb by stealing the Engineer's detonator. He will have a panic attack (since he's missing his detonator) and attempt to stab Kimball, but a Ranger will kill him and the speech will be terminated early.

After those 3 (or 2) assassination attempts are nullified, wait to the end of speech and Kimball's departure to finish the quest.

Afterwards, (if siding with the NCR), endgame quest Eureka! is available from Colonel Moore.

The antithesis of this quest is Arizona Killer for the Legion. You will need a stealth boy to finish quest close to elegantly. NCR Rangers will see through a disguise.

The fastest way to kill Kimball needs 50 science. Use your science and sneaking skills to activate a console by Ranger Grant's ham radio (just outside of the Visitor Center's 2nd floor double door exit). The console will let you reprogram an anti-aircraft gun that will shoot down Kimball's vertibird.

Also with 50 science, you can hack the visitor center's terminal and corrupt an update to the vertibird's flight controls. It will crash after Kimball decides to leave.

You could also rig the anti-aircraft gun to explode by using the console mentioned earlier and having 50 repair. The gun will explode as Jeremy Watson receives his medal.
