Colonel Moore's 3rd task requires you to kill Mr. House, which actually is pretty easy. Unless you have given Mr. House the platinum chip, his Securitrons will be crappy fighters.

Kill the three securitrons in the Lucky 38 Casino and take the elevator to the Penthouse. Kill another 5 securitrons, and access the wall computer terminal left of Mr. House's communication monitor. The terminal will let you open a path to the Penthouse's security management area. Kill 2 more securitrons and use a terminal to open up elevator access.

Through the elevator, you will find Mr. House's life support pod. Use a near by terminal to open up the pod. No matter what you do to stop Mr. House from interfering with the NCR, you will gain bad karma. So, disabling his cerebral uplink is not necessarily more morally upright than just shooting him.

Once he's dead, consider telling Yes Man to upload himself into Mr. House's mainframe. Completing Wild Card: Change in Management will unlock access to Arcade Gannon's companion quest earlier than working with Mr. House or the NCR.

When you report to Moore after killing or disabling Mr. House, she will request that you destroy the Brotherhood of Steel.
To gain entrance into the bunker, you need either a security card, a Paladin mission holotape, or Veronica.
Just get Veronica if you've never been to the Bunker before.

Once inside, you can either kill everyone or set off a self-destruct sequence. Self-destruct can be activated though a Very Hard terminal in the virtual reality bay. To get its password, you need to steal keycards from Elder McNamara, Scribe Taggart, and Paladin Hardin.

If you want things to end peacefully, you will need to finish the quest Still in the Dark on Elder McNamara's side so that he will agree to a truce and alliance with the NCR.


After all that, Colonel Moore will give you the quest You'll Know it When it Happens.
Before doing You'll Know it When it Happens, speak with Julie Farkas in Old Mormon Fort so that she will support the NCR.
Her support will prevent the Followers from being kicked out of the Mojave by the NCR.
