Building cities on top of older cities isn't a new thing in Europe (Rome is probably an architectual layer cake at this point), but I wasn't familiar with any American cities where that happened. It turns out that after the big fire in Seattle in 1889, the city leaders just built new, less flammable buildings on top of the old ones, resulting in the eventual creation of the Seattle Underground, which looks quite a bit like this place. Which would make sense since Monolith based Fairport off of Seattle, possibly because they saw the potential in an undercity and wanted to stock up on as many scary locales as possible. Had they made FEAR 3 they probably would have revealed that the entire city was built over the continent's largest Indian burial ground.

The pit monsters are called scarecrows, likely because of how their heads sort of look like burlap sacks and not because they stand out in the middle of fields all the time. Even if you're not paying attention to where you're going and fall in they're not terribly dangerous, since they're polite enough to put their face about a foot from the barrel of your gun.
