The lightning gun deals as much damage as the particle weapon; the main reason it seems weaker is that the Nightcrawlers have more health and armor. Fortunately it has two saving graces: The electricity arcs towards its targets and you can headshot people with it. Just aim a foot or so over the target's head, fire, and the bolt will curve down and tag them. Even if you don't do that, the "close enough" factor of it still helps against faster targets. The bolts do chain from one enemy to another, but there's a damage drop-off between targets and enemies usually don't group up frequently enough for it to be anything but a novelty.

In any case, you're going to want to save them and twink for extra ammo for... future reasons.
