Felony 11-79, also known as Runabout in Japan, was developed by Climax Entertainment and published by Yanoman in Japan with ASCII Entertainment publishing the game for other regions. Released in 1997, at the time Climax were primarily developing games for the Sega Saturn however they concluded that Runabout would be easier to produce on the PlayStation.

Designed and produced by Kan Naito, it features three distinct levels and a test course. The main story of the game can be completed in less than 20 minutes with the majority of the time spent unlocking the game's bonus vehicles. Reviewers at the time criticised the lack of longevity, with GamePro summarising the game as a 'must-rent'. The soundtrack was praised however.
