Apanda will counter any magic attack with either Drain, Toad or Nothing. Same apply with physical attacks, with Protect instead of Toad.

However, he will counter Ifrit with another script, and he will not be able to counter any attack until he casts Panacea (and he counters this spell).

Since Reflect Rings work with Toad, Apanda's counters are not a threat as long as he doesn't use Toad on Faris or Drain on anyone except Bartz. However, if I don't abuse Ifrit, his normal script will run, and it includes 1/3 odds of using Wind Slash each two turns, which is a Game Over attack.
