By Kefka's Tower, the dragons have lost much of their punch. Shadow and Terra can hit his water weakness for 5K damage an attack while avoiding Bolt Claw counterattacks. Golem prevents stray physical attacks from breaking through for a long time, and Shell is highly unnecessary, so I don't care about Dispel. Shadow is protected from Bolt 3 counterattacks by Reflect, and Terra shrugs them off, so they don't really bother me. Gogo plays the role of the healer while keeping Poison status on the dragon. Sabin just provides some MP or something; he's not really important, but he is the hardest to keep alive since magical attacks hurt him so badly. Step Mine is nasty, and it kills Shadow even at full HP (it falls just short of killing Gogo).

My strategy here is more ad hoc than usual. I mostly just play it by ear (literally).
