This dragon can actually be somewhat difficult if you're not properly protected from his attacks. His fire attacks are no big deal with fire protection, but his physicals can rip you apart if you let them. He also casts Meteor + Flare right before he dies. In a way, he's very similar to the Red Dragon in the Dragon's Den of FF6 Advance. This is also the only dragon that doesn't have three lives like the others; this one only has two.

The particular strategy I use here involves using Confuse, Vanish and Flood. Darkblaze is fast, and will knock himself out of confusion just as fast as you place it on him, so we need Vanish to keep him confused. Now how to damage him? Well, we can poison him, of course, but the main damage is going to come from Flood, as he's weak to water. Specifically from Eiko and Golbez. However to prevent the dragon from attacking the party, we need to re-vanish him directly after either Eiko's or Golbez's Flood goes off, so we need Tifa to act immediately after Eiko or Golbez. This is why I have Tifa with Zohar Shard + Celestriad, and is also a strategy where I need to actually stay out of the menu after inputting Tifa's commands; if done correctly, Tifa's Flood + Vanish will go off right before the dragon takes his turn. If you're too slow, or are in the menu too long, Darkblaze will attack himself, and you'll have to spend two more actions to confuse and vanish him again. As for Arc, his only use is really to help restart the Flood-Flood-Vanish cycle if it gets broken. I also thought that the dragon used his Meteor + Flare combo at the end, but I think he only does it when his life force actually runs out due to time.
