Which leaves Tier 3 for this video. Celes is protected against Tornado and Doom due to Safety Bit, Meltdown doesn't do anything either with minerva Bustier and Paladin's Shield around. What is of matter is Rest's Meteor (blockable version) and Repose. Repose counts as physical and is used upon Rest's defeat, so we may not be able to save Terra. Doesn't matter anyway, but I succeed with it here. As for the tactics: just Super Ball away, Lady should go down quite fast as long as some Super Balls land with high damage on her so White Wind won't be able to take her back and after that Rest is just standing there.
