This works on every PC version.

Die to Jenova-SYNTHESIS, Bizarro-Sephiroth or Safer-Sephiroth.
Load a world map save file, then Yuffie Warp.

This works because Cloud automatically learns all of his Limit Breaks after the Safer-Sephiroth battle (additionally, Cloud's Limit Break Level is immediately set to 4, which is also why Cloud can use Omnislash in the final battle regardless of whether he ever learnt it).
You will be at the bottom of the Northern Cave after defeating Safer-Sephiroth and can leave. As Yuffie Warping to any of the final bosses skips both the Final Descent and the scene prior to the Jenova-SYNTHESIS battle, both of which trigger the point of no return, the game will not initiate any of the events after the Safer-Sephiroth fight, thus allowing you to learn Omnislash in this manner without actually beating the game.

This can be used in a Perfect Game file to keep the Omnislash item while still having Cloud learn all of his Limit Breaks.
