When Balamb Garden becomes available after Fisherman's Horizon (FH) story you can just park the Garden back in (FH) then go to the 3F bridge where the garden controls are for moving around and challenge Xu AKA Card Queen Heart. SAVE game go to infirmary and try to challenge DR then go to dormitory room and take a nap then you will be challenged by the FINAL CC group member "Master King" when you wake up if it do not work then keep sleeping until they show up.
