Much bigger discovery. It is now possible to get from Ch 3 to the endgame on PC Windows Edition.

Steps: (be in Ch3, have the Chocobo unlocked. mark a spot in Insomnia on the map)

Go to Longwythe (any Kenny's Diner with a Bench works fine, but this is a conveninent location.
Go Northish towards the Sabertusks with your bird.
Sprint into them and dismount, to get your bird in good position.
Battle is triggered, be near the edge of escape, where then you use Dash de Chocobo, and proceed to jump/warp backwards towards Longwythe.
You should have left the battle then, but the bird is still runninig towards you. The camera may be locked at this point, but try to maneuver towards the Bench. Once the Chocobo has followed you close enough, you want to Sit just before he picks you up to complete the Dash.
If done correctly, Noct will be in an awkward mounted state. Give it 15 seconds and he'll dismount on his own, but be hovering in midair.
The only movement available now is Photo Pausing, where by perpetually using the Take Photo option and cancelling out, you gain minor horizontal movement.
Make your way towards the nearby rock Northwestish, in order to recollide with the ground. Once landed, you can Return to Car or Tow Car to Hammerhead (Return to Rest should work too).
Noctis now has no collision, so being on level ground, just make a straight line for Insomnia.
After ~30minutes of walking (there is no faster speed as of now), make a Save, and Reload.
The game doesn't think you should be in the city, but congratulates you on having the Royal Edition, so it will reload the collision, and since the only way you can be in the city is in the final chapter (ch1 is a cutscene only after all), you get the cutscene when first entering it after 10 years, which is in Chapter 15.

(Note, you cannot make a save after the Photo Pause glitch, as your collision will come back after the reload. Basically, if you want to maintain No Collision, don't reload a file. The glitch must be triggered again each time you want to go somewhere.)
