Dragon Whisker is a rare steal from Shinryu, which has a common steal of Dragon Fang. So more often than not, you're going to steal the Dragon Fang, if you manage to steal at all.
In this current Four Job Fiesta playthrough, I can only use the Thief, Berzerker, Beastmaster and Dragoon jobs. So the strategy was to set up auto-battle such that one person selects Scram and the others select Steal. Because ATB starts at random positions at the start of battle, sometimes the person who's on Scram duty will escape before anybody else gets a chance to steal, but I still prefer this way as it's safe.
Considering the incredibly low odds I was facing, obtaining a Dragon Whisker in ~20 minutes was quite fortunate.
