This is video #040 in my Final Fantasy VII playthrough. Cloud participates in the Welcoming Parade for Rufus. The prize that you get depends on the Live TV Ratings. The best reward is 6 Ethers, which you get at a rating from 40% to 50%. It's worth more than the 5000 gil you get for a higher rating. During the scene afterwards where Cloud is lined up with the soldiers in front of Heidegger and Rufus, you can move Cloud and irritate his drill sergeant. ;-)
Afterwards, the sergeant drills Cloud to see Rufus off at the dock. Big whoop. Along the way to the dock, there are numerous shops and items. If you want to date Yuffie, make sure you have a tranquilizer from the item shop in Upper Junon. There is also a small weapon upgrade for Red XIII, the Diamond Pin. You can buy it now or steal it on the Western Continent. There is also a second Enemy Skill materia that can be found in the Respectable Inn, which is in the basement of the Barracks.
In Junon Path, remember that elevator for much, much later.
