Shez and the Imperial troops arrive at Enbarr, which was back when we fought Lord Arundel and Duke Aegir back in Chapter 3. We then find the assassins that are in Enbarr, and we must protect Edelgard and Hubert from the assassins, and they cannot be deployed for this chapter battle.

Time for the Chapter 9 battle, and this re-uses the same map from Chapter 3, and we get a cutscene where we encounter the assassins and try to fend them off, only for them to escape. The only unit you can recruit for this battle is Shamir, and we do have Waldemar as an NPC ally, and he does have dialogue with Linhardt if he approaches him, he will be with Shamir in one of the strongholds.
Recommended weapon types are Sword, Lance, Tome, and Gauntlets, you will want to pick Rescue to get Edelgard to safety. Neither Edelgard or Hubert can be deployed for this battle, and you will want to have a unit take out the Assassins. The first thing to do is to capture the strongholds to seal the entry point, and you will want one of your units protecting Edelgard when the Assassins approach her. After capturing the stronghold, it is time to fight Shamir, you cannot defeat her yet, but she does retreat after you deal enough damage to her, but you can capture the stronghold she was in.
The infiltrators will capture some strongholds, it is time to capture them back, but you will want a unit near where Edelgard is to defeat any enemies that come near to her, and there are some Assassins that will try to capture the fire orbs, and a Swordmaster will advance towards Edelgard, defeat them to protect her.
Then a bunch of Armored Knights will advance towards a Bishop, so you have to defeat them to prevent the reinforcements. Then Shamir appears on the southeast side the map, which is where Hubert is at, you will want to bring one unit, preferably a Tome user to her, and it turns out to be a trap, what you have to do is attack Shamir till she retreats yet again, to leave the area, you will want a unit to take down the Wyvern Riders or capture the strongholds, one Wyvern Rider has the chest key, and in the chest is a Large Bullion.
Catherine will appear where Edelgard is, and if you used the Rescue strategy, Count Hevring will warp Edelgard back to the throne room. After dealing enough damage to Catherine, Shamir will come back, and you can then persuade her, and once you do, defeat Catherine to end the battle, and if you defeat Shamir even after persuading her, she does not die, instead she retreats.
After the battle, Ferdinand reports to Hubert about his father's escape, and this does lock most of Ferdinand's C Supports where his father is mentioned. For completing the chapter, the S Rank reward is an Ambrosia, which permanently increases Defense when used, and an Advanced Seal, and this is the end of Part 1 of Scarlet Blaze.
Going over Shamir, she is recruited as a Sniper, and she is available on all three routes, she is recruited earlier on Golden Wildfire, but anyway, Shamir's Unique Action Ability is Cold Calculation, like Monica's Wicked Impulse, this is also an ability that requires timing to get the best use out of it, in Shamir's case, it has increased critical hit and gets an ice effect, she has Survival Instinct for her Support Ability, which slightly restores the Warrior Gauge when an enemy commander is defeated, and Deadly Aim increases damage dealt to enemies when ordered to attack, her Innate Ability is Gather, which she learns when mastering Trickster. For Abilities you will want to learn, Shamir learns Death Blow from Brigand, and you can work on the Thief class to get the Dexterity skills, she does get some good Bow Combat Arts, like Flame Volley, Tornado Shot, and Hunter's Volley from Sniper, and she learns Ward Arrow and Deadeye from Bow Knight, and if you want to get the Strength abilities, you can work on the Brigand line to learn them.
