This manipulation has a 35% chance of 5 fins.
On PC the ATB refresh is more difficult, it's probably not worth attempting numbers above 50.

Written Explanation:

Phase 1
Using the first 3 attacks by the Fish, we input the value.
the first letter is which fish attacks.
q means the fish opposite Quistis and s means the fish opposite Squall
the second letter is who this fish attacked.
ss means the fish opposite Squall attacked Squall.
sq means the fish opposite Squall attacked Quistis.
the numbers are the damage rolls that the fish does.
A typical example would be sq18;
The fish opposite Squall, attacked Quistis, for 18 damage.

On the third fish attack, you need to cast thunders on both fish.
With your first available character onto the first fish target.
With the second character, cast thunder onto the second fish.

Unless stated otherwise, these thunders should happen without interruption from the Fish.

Once both Fish have popped out of the ground we move onto Phase 2

Phase 2
The goal here is to summon Quezacoatl as soon as the 2nd fish attack happens.
This can be very simple if Quistis has first ATB ready, whereby you simply wait and then cast.
However, if Squalls ATB is first, we will need to switch ATB to Quistis so that she can cast.
To make this a consistent switch, we aim to change character ATB during the first fish attack.

If the first fish attack happens before Squalls ATB is ready;
We will need to switch during the 2nd fish attack and also cast Quez
This is referred to as "Swap Cast on 2nd"
If it also has a "Careful" note, this typically refers to the 2nd fish attack happening, without Quistis' ATB being full
If you try to change character during this time, it would simply refresh Squalls ATB.

Once Quistis' HP and ATB bar are visible and Quez is summoned, you are into Phase 3.

Phase 3
You simply need to press your menu button the required number of times to refresh the ATB
For any count greater than 40, I have added the lowest 3 drop value as mashing upwards of this could be an issue.
At the top end, it seems as though 80 refreshes could be possible but the chance of miscounting is very high.

It's vitally important that no other input is made after the ATB is refreshed.
Do not queue an attack or refresh more times than needed.

This manipulation would not be possible without the work of pingval who is quite frankly a genius. Thanks for Thomas_8989 and Bodcap for their help with the data-mining and testing. And to Kiitoksia and Brofar for their programming to get the tools ready.
