8*Update*
You can do the menu before X-ATM while still ontop of the tower, where step count is not active. This means you don't need to force the red soldier fight, it will happen if you simply hold down after the pub. It makes it more consistent but will work either way as long as you leave the pub screen before step count becomes active again.

Leave the Fire Cavern with a Step ID of 62.
Once you arrive at the top of the hill (Selphie FMV),
Hold Up-Left to move towards Selphie. This needs to be buffered.
After Selphie has finished talking:
Hold Walk and Up
then Up-Left
Continue as normal, with the menu after Elvoret being buffered also.
Outside the pub, move down and force the Elite Soldier encounter at the edge of the screen.
If done correctly you will leave the screen with:
