Step 1) Restart Steam, restart PC
Step 2) Try DirectX 11 instead of Vulkan, if using DirectX 11 then Try Vulkan
Step 3) Skip Launcher

Step 4) Run the game as administrator from the game installation folder
Step 5) Make a right click on the exe file and then press and hold the Shift key, now run the game as an administrator, keep holding the Shift key, once the game launches you can release the Shift key
Step 6) Try compatibility mode
Step 7) Install latest beta Vulkan driver from NVIDIA. https://developer.nvidia.com/vulkan-driver
Step 8) Delete the save game files (You will lose all the game progress)
Step 9) Disable Steam cloud/Cross save
Step 10) Verify the game files
Step 11) If you have anything that affects CPU core affinity, then try disabling it, closing out CPU core affinity override program like Process Lasso etc. has worked for many players.
Step 12) Allow the game exe file to your antivirus program/Windows Security and Firewall
Step 13) Do a clean installation of graphics driver

Step 14) Roll back graphics card driver to previous version
Step 15) Disconnect Additional joystick, controllers, disconnect multiple monitors, disconnect all the additional USB adapter connected to PC, disable Steam Overlay, close all the overlay apps (Discord, GeForce Experience, Nvidia shadow play overlay, AMD overlay), close all the overclocking application (MSI Afterburner, rivatuner etc.),Disconnect multiple monitors, Turn off Razer Synapse (razor lighting effects) and MSI Dragon Center, corsair software, end nahimic services & lightingservice.exe in task manager, remove the undervolt, perform clean boot
Step 16) If able to launch the game switch to Windowed mode & lower down graphics settings.
Step 17) Run the game on dedicated graphics card
