Step 1) Run Hood Outlaws & Legends in DirectX 11 Mode -dx11
Step 2) Do a clean installation of graphics driver

Step 3) Run the game on dedicated graphics card or disable the intel graphics card
Step 4) Update Windows 10 to the latest version

Step 12) Disable Steam overlay and other overlay application, perform clean boot, close all the overclocking and background application
Step 13) Try Windowed mode, Lower down graphics settings and turn off VSync
Step 14) Verify the Hood Outlaws & Legends game files
Step 15) Update the System BIOS
Step 16) Uninstall and reinstall Hood Outlaws & Legends
