Here are some troubleshooting tips for when your keyboard or mouse only works in Windows Safe Mode:

- Try connecting your keyboard/mouse to different USB ports on your computer. Sometimes there can be issues with particular ports.

- Make sure your keyboard/mouse drivers are up to date. Go to Device Manager, expand the "Mice and other pointing devices" and "Keyboards" sections, right click on your devices and select Update Driver.

- Disable USB selective suspend. This setting can sometimes cause USB devices to stop working properly. Go to Device Manager, click on View - Devices by connection. Expand the USB controllers section, right click each USB controller and select Properties - Power Management and uncheck "Allow the computer to turn off this device to save power".

- Uninstall and reinstall the keyboard/mouse drivers. In Device Manager, right click the device and select Uninstall. Reboot your PC and Windows will automatically reinstall the drivers.

- Use system restore to roll back to a time when the devices were working. Go to Control Panel - Recovery - Open System Restore and choose a restore point prior to when you had issues.

- Check for viruses/malware. Use a program like Malwarebytes to scan your system, as sometimes malware can cause devices to malfunction.

- As a last resort, you can refresh/reset Windows which will reinstall the OS and drivers. Backup your data first though.
