Clear Microsoft store cache: wsreset

DISM command: dism.exe /Online /Cleanup-image /Restorehealth

Uninstall Photos app: get-appxpackage *Microsoft.Windows.Photos* | remove-appxpackage

Now reinstall Photos app from Microsoft store
