Step 3) Update Photos App
Step 4) Start Windows License Manager Service
Step 5) Reset Photos App

Step 6) Reinstall Photos App
Get-AppxPackage Microsoft.Windows.Photos | Remove-AppxPackage


Get-AppxPackage -allusers Microsoft.Windows.Photos | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

Step 7) Perform Clean Boot and Disk Cleanup
