FLEETING TIME - BEST HERO TO USE FLEETING TIME? - FACTS REVEALED

This video is all about the item Fleeting Time.
It has a decent amount of magic damage and a 10% cooldown reduction.
Its unique passive, called Timestream, can reduce the current cooldown of your skills if you kill an enemy hero.
Any skill that are in cooldown after your kill a hero, will get a minus 20% cooldown rate.
You have to take note of the word "current" in the description.
Here we can see Eudora getting an almost a minus 5 second cooldown right after killing the enemy with her ultimate.
This time with her ultimate cooldown almost finish.
She gets a kill and gets a minus 1 second cooldown reduction.
This time she will kill Harley when her ultimate cooldown is at 9 seconds.
Only 2 second was removed from the cooldown timer.
The minus reduction from Timestream is based on the current time left, not the total cooldown.
This means getting a kill will shorten your cooldown even if you have reached the maximum of 40% cooldown reduction.
Timestream shortens your cooldown after a kill, even if you have reachd the maximum of 40% cooldown reduction.
A hero's passive is not included in Timestream's cooldown reduction.
Estes' passive.
Valir's passive.
Pharsa's passive.
All those passive do not get any cooldown reduction from Timestream.
Getting multiple kills means more cooldown reduction.
Watch the timer change two times.
When killing multiple enemies at the same time the minus cooldown adds up.
The cooldown of Pharsa's ultimate only starts when she is done using her ultimate.
This means killing an enemy while in ultimate form will not trigger Timestream.
Fleeting Time is a great item for a hero that is made to kill and uses magic damage.
Because Karina's skills already lower the cooldown after a kill, Fleeting Time is a bad item for her.
You will only get a minus 0.2 to 0.5 second cooldown reduction from Timestream.
Gusion is the perfect hero for Fleeting Time.
After doing a full combo plus a kill, you get to use your whole skill again after a few seconds.
Why not use a cooldown build instead of Fleeting Time?
Because Gusion can kill when played right.
Use Fleeting Time if you think you are already good at Gusion.
If you are still practicing I'd recommend a different item.
Eudora is another hero that can make good use of Fleeting Time.
Her ultimate is powerful enough to kill and it has a long cooldown.
