Update: New video that more directly talks about how the game performs, and how to fix the stutter. https://www.youtube.com/watch?v=Qzlx1WD-188

**NOTE: A lot of the "easy" fixes like "disabling core 0" do not work as well as people swear they do. People are BS-ing. The game can take multiple steps to make work. Check the link at the TOP of this description box.

***Read this: Yes, the video is long. The stutter is not a simple thing to fix. It might only take two steps for some people to fix it, while it might take three or four steps for others. And it might not even be fixable, if your hardware is insufficient. Watch the video and read the description. This has worked for most people who have actually followed all of this. If your graphics card has less than 4GB of VRAM or if your processor is not up to snuff, then there might not be a fix for you, before the game gets patched. Read the description, below, and watch the video, to see what might be able to help you. (including the update about reassigning the game's priority in the task manager. that SOMETIMES does work)

Original description below:
I've tried this fix on two different systems, and it's worked for me, so hopefully, it works for all of you. I give you a lot of details and context, in the video, so you can have an idea of what to expect on your particular system, as far as how well the fix will work.

To put it bluntly: I'm using a GTX 1070, and the settings are lower, in this video, than what a lot of GTX 1070 owners would expect to have to use, but this is the best way to get rid of the stutter that I've found so far. Please watch the video for details, and hopefully, this helps you.

Update: For 1440p 144hz monitors, create a custom resolution that is 1440p 60hz. If using a GTX 1070, choose the "High" preset, with Dynamic Render Quality and enable V-Sync. (again, this is for 1440p 144hz monitor users)

Update 2: People have told me to try assigning a higher or lower priority to the game, in the Windows Task Manager. I have tried ALL priority settings, since recording this video. So far, I have seen no CONSISTENT benefits. I had one play through, where setting priority to Low "seemed" to help, and another, where setting the priority to High "seemed" to help. But then there were instances where neither one helped. I am now experimenting with priority settings to see if they will yield consistent benefits for me. Once I know, I will update this box, or maybe even make another video.

Update 3: I've still been playing with assigning a priority, and things are still INCONSISTENT. I've had the best luck with assigning a low priority. Sometimes I can use the GTX 1070 to play the game in ULTRA, at 1440p, and it plays fine, but that's rare. I usually still have to lower the settings, and relying on assigning a priority has not worked 100% of the time. ...but I would say it's worked about 60-70% of the time. For many people, 60-70% will be "good enough," but I'm not exactly satisfied with what feels like a randomly "okay" performing 60-70% fix. So far, the tips I showed in the video work the most consistently, but you will end up, effectively, playing at a capped 60fps.

Update 4: This game uses about 3.8GB of VRAM, even at the Medium preset, in 1080p. So if you have a graphics card with less than 4GB of VRAM, it is unlikely that you will get 1080 60fps, at the Medium preset or higher. I've tested the game at 720p, and it's still used more than 2GB of VRAM. With all of that said, I do have video showing that the 2GB GTX 960 can play the game. It just does not keep a good frame rate, and it sometimes feels like it could crash. I wouldn't advise using a 2GB card, but if you already have one, and you have the game, these tips can still help. Here's the 2GB 960 playing the game: https://www.youtube.com/watch?v=7PrvcO836rg

Update 5: Let's talk about i5's. With my overclocked 4690K, I have gotten the game to play smoothly at the ULTRA preset, with a GTX 1060, if I cap the frame rate to 30fps. That is after doing the tricks in this video and description. But the only way I've gotten the game to play a "mostly" stutter free 60fps, at anything higher than the LOW preset, is when I've used a GTX 1080, with my i5. i5/Nvidia users might be screwed.

i5 and GTX 1080 barely handling 60fps, at the Medium preset: https://www.youtube.com/watch?v=bo2CgJVat1U

My previous video, where I show the game stuttering, even with a 6700K and a GTX 1080: https://www.youtube.com/watch?v=kkpI94NmxhE
