It's a little complicated getting it to work, but vsync must be off in game and it works best if you lock the game to a specific target FPS, and it works best at 60FPS or higher base frame rate, also the game must be DX11 or DX12.

The following sliders should be on in the driver control panel
Graphics Settings:
Radeon Anti-lag
Radeon Anti-lag+
Radeon Boost at 50%
Radeon Image Sharpening at 80%
Radeon Enhanced sync

Display settings:
Adaptive Sync
Virtual Super Resolution

Launch the game and then press alt+z to open the overlay and turn on the fluid motion frames slider and if it has a green check box then it's enabled, to check if it's boosting your FPS also turn on the metrics overlay.

If you are having trouble getting it to work, set your monitor to 10bit color Depth and a Pixel format of YCbCr 4:2:2 ..not sure why, but that worked.
