NOTE: The 3 gates directly under the 3 output chests should be regular Gates, not Autarchics.
Also, if you understand gates well you could remove the hopper from the system by using an Iron AND Gate behind the center chest that only gives energy pulses if the pipe is empty.

You could also replace all the front gates with (Autarchic) Iron AND Gates to ensure that all 3 chests are always full, instead of the outer 2 only triggering redstone when they are empty.
