Played a really nice game and met my goal time of below 18 minutes. I'm going to see if the double axe technique and super axe works on the MegaDrive and SuperGrafx ports soon, so expect some more "Axe Action" to be uploaded in the near future. This will likely be my final time on this category for the Arcade version. I will include some information about the rules and techniques of this run below for future reference as I may make my old PBs of this challenge unlisted.

Rules:
1. Must acquire the Axe on the first checkpoint of the game. Each stage is divided into 2 parts by 1 checkpoint. On the final checkpoint of loop 2 you may acquire the Psycho Cannon to finish the game.
2. If another weapon is picked up then you must re-acquire the Axe on the same checkpoint you lost it.

"Super Axe" and Double Axe techniques:

Double Axe: Activating a 2nd axe on screen is possible if you allow the axe to travel the length it takes for you to throw the next axe. However, if you hit the attack button just before the axe hits an object, whether that be a wall or enemy that makes the weapon collide and disappear, you then are allowed to throw a 2nd axe within your next volley, which is otherwise not possible.

Super Axe: It turns out that the 2nd axe in the Double Axe technique has a special property to deal damage per frame on a hitbox it makes contact with. The bigger the hitbox the better, more damage will occur. You can see the axe make contact damage multiple times indicated by the small red explosion sprite. This is particularly useful against Beelzebub, the stage 5 boss as seen in this video - it can instantly kill Beelzebub. Examples of it being used in this run are notably on Beelzebub, Shielder, the Mini Shielders, the first Astaroth in Stage 5 as well as breaking some chests open faster.
