There should be an SR ban system that kicks in when your SR drops below a certain threshold. That way people who don't have the skill or just play competitively for "fun" would be weeded out only leaving the truth serious players to climb in the ranks. I bet there would be a huge drop off of leavers and throwers and even smurfs would find themselves having to actually play the game seriously. This would fix a lot of the leaver and thrower problems from my perspective.
