In Goat City Bay go down to the amusement park area and there will be a mechanical bull. Headbutt the bull and a pedestrian should hop on your back. Taxi them back up to where you started except when you're approaching the tunnel that transitions between maps head up the trail to the right and jump on the catapult with your rider, there is also a trophy here.
