After doing this level 2 ways in stealth mode, I decided to go back and do it the "normal" way using auto aim and KF7 Soviet gun bursts on everybody until getting the silenced PP7s. This is also for Mike since this is the way he was attempting the level, and this shows that it's possible that way. Basically the strategy involves waiting until the opening hallway guard either turns his back or the door shuts behind him, then rushing to the regenerating guard room where the "document" is and taking them both out, then ignoring the mess of guards that come and rushing to the computer room to take out the guard with the safe key and the security camera. Once in that room, you have to get a good amount of the guards with the exploding computer mainframes, either by them shooting them or you shooting them and letting them run into them. Then get the remaining mess of guards by stepping up to the group of them in the doorway and using whatever ammo you have left to take them out and reload with the ammo that they drop to you until they're all done. Then you back off and take out one more when they appear in the doorway, then proceed throughout the rest of the level taking out one guard at a time as much as possible, and coming back to the door whenever they come after you. It's not that incredibly hard, you just have to keep doing it until you get those computer mainframes taking out the majority of the guards that hear you and start coming.
