Additional Info: I usually get the Whimsy Shop after around 500 NRG spent, but the datamine says it can be up to 1000 NRG, no one knows for sure if you can accumulate points for Whimsy Shop just after triggering it once, so it's better to wait for the 30 minutes cooldown before starting to spend NRG again (play Co-Op in the meantime)
