There might be something here. Magna water Rising Force feels like it could be legit. Much of it starts with the main weapon Dante Alighieri (Xeno Cocytus Harp), which has a fantastic C.A. effect of providing party Strength for 2.5 turns. Although the duration is a little short, it's a very noticeable ATK boost that, when combined with other buffs, makes magna water actually capable of hitting damage cap. It also has an amazing main weapon skill that nukes all enemies and applies stackable 15% ATK and 15% DEF down debuffs (max of 30% for both) on the turns that foes use special attacks.

Currently, there are only two SSR water characters with the harp weapon specialty, so it's not possible to form a full SSR water harp team. One of these characters is Lilele, who is an okay party buffer but nothing special; arguably one of the worst water SSR characters right now. However, the other one is Summer Diantha, and I think she complements Rising Force incredibly well.

S.Diantha's C.A. effect provides party healing (very welcome for Dante's Strength buff), 10% chaser, and a special buff that boosts ATK (30%, normal mod) and DATA (40/20) on a very long 5.5 turn duration (basically 100% uptime). Her skill 2 also boosts C.A. specs for 1-time similarly to Rising Force's skill 1 (they do not stack and Diantha's is a little stronger), so those skills can be staggered to ensure that every full chain burst has boosted C.A. specs. S.Diantha's huge downside of course is that her C.A. does no damage, but Rising Force basically covers that by being able to do two C.A.s on the same turn.

S.Diantha's Tlepilli Glow and Rising Force's Feedback buff at max stacks have a combined 70% DA and 30% TA up. Factor in S.Diantha's passive skill 2, that's 80% DA and 35% TA. And if you add in Europa's C.A. buff, the total is 80% DA and 55% TA. Great numbers considering the lack of grid DATA from no Ultima weapon.

Anyway, Rising Force + 3 staff characters (in which case you might put an Ultima Staff in the weapon grid) or Rising Force & S.Diantha + 2 staff characters seems pretty good to me. Perhaps in the future more high-grade water harp specialty characters will be released, and a full harp team will be viable.
