These are the 10 steps you have to take in order to complete it:
1) Get 5 stars at the Wichita Gardens hideout
2) Drive to the Portland hideout while at 5 stars
3) Get 6 stars at the Portland hideout
4) Get to the Wichita Gardens hideout while at 6 stars
5) Drive to the airport and steal a Dodo
6) Fly underneath the 2 major bridges and reach the army barracks
7) Land the Dodo at the army barracks, steal the tank, drive to mafia territory in Portland
8) Blow up the 2 mafia Sentinels infront of Salvatore Leone's mansion
9) Steal the banshee from the showroom
10) Drive the banshee through the tunnels and reach the hideout in Wichita gardens
