This happens during the mission T-Bone Mendez.

If CJ gets close to the back of a bike he can snatch the
package off the bike; however, the biker will dismount and
shoot at CJ. After the player gets out of his range,
the biker will remount and give chase. If the player
stops near the marker outside the Pleasure Domes, the
bikers will be seen encircling the street near the
Domes but they won't come any closer.
