This happens during the mission T-Bone Mendez.

I have used s0beit http://youtu.be/NzIDMJnYHaIto
to use airbreak,invulnerability,teleporting
to vehicles.

If you destroy CJ's bike and the bike of the biker that enters it
during cutscene then CJ will be stuck on foot and same goes for the said
biker. They won't even teleport to a fixed location. The bikes can be only
destroyed by water.

The cutscene won't move because the biker's bike is gone.
You can move in the cutscene with the
help of CheatMenuV3 http://youtu.be/1fFTlGtLa00

You can kick the bikers off their bikes and they might draw a weapon at you
or re-enter the bikes and then actually drive away.

Their bikes will get teleported to a fixed location.
