I'm using medium texture quality with high and ultra settings because of the vram limitation we had with the GTX 1650. If you try to push texture quality higher on 4GB VRAM cards, your framerate will drop below 30, so I strongly recommend medium textures for this game on 4GB VRAM cards. The game also has FSR 1.0, FSR 2.0, and NIS support, but those upscaling features have lots of shimmering, so I haven't tested them!
