Scalability all seems to come down to available CPU overhead. Check out The Witcher 3. The first two cut-scenes show a clear lead for the GTX 980 in SLI - but as soon as we hit the city at 00:42, the overclocked GTX 980 Ti is just as fast.
In other titles like Far Cry 4, the raw increase to frame-rate seen by the SLI set-up is self-evident, but fluidity is compromised with big spikes to frame-time. In Crysis 3, 980 SLI is actually slower than an overclocked GTX 980 Ti.
Games with less of a CPU overhead - Shadow of Mordor, Tomb Raider, Ryse and Battlefield 4 - show the GTX 980 SLI set-up at its best. However, it's really clear that even with a 4790K overclocked to 4.6GHz, many modern games are hitting CPU limits when combined with powerful graphics card set-ups.
