4.3 Billion shillings allocated to the Edu Afya Medical Scheme cannot be accounted for. Health Cabinet Secretary Susan Nakhumicha has cited fraud as one of the reasons the Eduafya Medical Scheme has been phased out to be replaced by the social health insurance act once it becomes operational.
