What's wrong with my ICENHANCER 3.0 ? (don't forget to set the video to 1080p)

The game hurts my eyes : trees are pixelated and the decor is blurry when I run or move the mouse (camera view).

Is there is something I can change in the icenhancer_config.txt files or with the in game "ENB setting" menu (shift+enter) ?

Game : GTA 4 with steam patch : 1.0.7.0
Every settings on High/Very high

The probleme is not my computer, it's a new one :
