This Elusive Target is a pretty straightforward one too, and can be taken out in a similar manner like Dalia and Victor. He also goes below a chandelier on his way to the IAGO auction, this one spot is even easier because it's quite early in the game. BUT there is also one of the easiest spots to eliminate him very early without any additional equipment, just at start. He begins near the main show of the Showstopper together with his ekhem ekhem, girl - he will walk shortly after to the bar. There he will talk by phone for some time, some small chit chat, but he is still in proximity of way too many people around. You could drop a chandelier at him multiple times when you look at the ceiling using the instinct, but it's too risky. When you go outside, you will notice a water puddle together with a wire plug that waits to be tampered, accident to happen, isn't it?. If you do not have any screwdriver around, you do not have to worry at all - remember that the Silenced Pistol is your best friend. Remember that you cannot be spotted during any illegal acts, just hide yourself, aim at the wire plug and then shoot silently. Wait for the target to come, hide behind a wall and drop the coin at the water puddle - remember to be hidden while doing this. Otherwise the target will not react to the coin, if he does, just watch him fried and exfiltrate from the mission :)
