This can first be achieved in level 2, The King of Chinatown. What you want to do is go to the top left of the map where the exit point is. There will be two police officers standing here. What you want to do is pick up the brick that is in the fenced area just next to this area and throw it towards the the boxes (Just under the winch full of heavy things). As soon as the police officer walks under it, aim at the cable part of the suspended weight and shoot it. If done right the it will collapse and kill the officer.
