It's hard to justify spending money on the Hizen. It sits in a weird spot between the Amagi and the Izumo, with a hard to specify playstyle. I'd say it's objectively worse than the Izumo, but that doesn't necessarily mean it's a bad ship, as 12x 410mm guns is still a scary broadside. If it can hit.
