Yes it's smoking, and a pretty bad pilot (random guy), but you don't get to pick and choose when a random attacks you with a Savage. They're a very rare sight as it was, and now - I hardly ever see them.

I will look out for more though; maybe I can get one in good condition to attack me. But this is essentially the same anyway - it doesn't survive much at all.
