Toghether Tim Berners-Lee, the colleague at CERN, Robert Caillau, collaborated with him on the development of the World Wide Web. Caillau proposed the first hypertext system for CERN in 1987 and co-authored a proposal for funding for the World Wide Web project with Berners-Lee. He also designed the historical logo of the WWW and organized the first International World Wide Web Conference at CERN in 1994.

The development of the World Wide Web required significant investment in infrastructure, hardware, software, and human resources. The initial funding for the project came from CERN, but later on, other organizations such as NSF (National Science Foundation) and DARPA (Defense Advanced Research Projects Agency) also provided funding.
