Step 1. Tap the "Plus" icon on your Instagram home screen to add a new post.

Step 2. Enter the text on the screen that you want to add a neon glow effect to.

Step 3. Tap the "Text Effect" icon, which features a capital A with a bunch of dots around it.

Step 4. Tap "Neon" in the top row of options. You'll see that a neon glow effect is applied to your text.
