To create a restore point go to search and type in restore point, or go to Control Panel ► systems ► Change Settings ►System Protection ► click on create

To restore your computer, you can go to Control Panel ► systems ► Change Settings ►System Protection ► System Restore

If you cannot go into your operating system for whatever reason, you can do a hard restart, or restart your computer. Then, you can press the F8 key to get into repair mode. Pressing the F8 key thing works only on Windows 7.

§ Windows 8, 8.1, and 10

If you have Windows 10, you will have to use another way to get into safe mode. In Windows 10, go to the restart and shutdown menu, so when you are here keep the "Shift" key pressed, and select restart. After you restart, you will get into the UEFI BIOS.
Go to troubleshoot ► Advanced options ► Startup Settings ► Enable Safe Mode ► Restart ► Select "F4" Enable Safe Mode or "F6" Enable Safe Mode with Command Prompt.
