Once you get to the point when you and your gang have established a camp, at the start of Chapter 2, you can then talk to Hosea and pick up the quest.
In the “Exit Pursued by a Bruised Ego” quest, Hosea will ask you to ride his horse to town and help him sell it. Follow Hosea to the town; specifically, he’ll take you to Amos Levi Blacksmith & Farrier. Ride the horse into the store to trigger a dialogue cutscene with the shopkeeper. After that, you’ll be able to buy a horse from the store. There are three horses that you have to pay for, and two that are free. The first one is a black Thoroughbred with a cool mark on the forehead. The second one is Ardennes, which is a gray War Horse. All you have to do is take the horse, and start the bonding process.
