Flexible Reinforcement Budget is pretty trash. It only comes into play if you have basically already lost the map. By adding a wildcard cooldown to your orbitals, this Booster can go from trash to Treasure.
To explain, my idea is that this booster would allow you to call down orbitals before their cooldown has completed, instead using a charge from your "Flexible Budget," which could be placed on a secondary cooldown, independent (or reset both, or heck - increased both) of the other orbital's cooldown. This could be used to call down barrages, orbital laser, early supply drops, or even more reinforcements if your budget is depleted. Basically everything except all the Eagle attacks. It would act as a wildcard. FRB would go from being terrible to always useful, which is what a booster should be.
"It's too powerful!" Well at least something might be now, seeing as how most the primaries hit like a Tonka Truck. It can be balanced if Arrowhead will pull the right levers.
