A well-known issue in Windows affects users' internet connectivity, often displaying the error message “The dependency service or group failed to start” in the Network & Sharing Center. Initially reported by Windows 7 users, this problem has since been observed on other Windows versions.
Affected users are unable to connect to the internet on any network—whether via Wi-Fi or Ethernet. Troubleshooting from the Network & Sharing Center fails, with an additional error: “The Diagnostic Policy Service is not running.”
The Diagnostic Policy Service, responsible for identifying and fixing network issues, should automatically start when the computer boots. However, attempting to start it manually through services.msc triggers another error: “Windows could not start the Diagnostic Policy Service on Local Computer; Error 5: Access is denied.”
This error stems from localservice and networkservice being removed from the administrator group, preventing the user account from having the required permissions to start the service at startup.
