First of all, what you want to do is simply try to clear all the cache files. Restart your android or your ios and if it still did not work for you then follow the steps described in this video. What you want to do is simply open settings on your phone first and then search for messenger. Once you find the option messenger, what you want to do is simply click on it and here you can see the option camera. Make sure that you are granting camera permission to the messenger app. As you can see on the top text that allows the messenger to acces. So when your messenger does not has camera permission it will not be able to use the camera on your device. So make sure you have checked the option camera also make sure that your camera on your phone is actually working just fine and when you are sure that your camera is also fine.
